Crew Leadership Program 2018


NEPPA’s Crew Leadership Program has been designed to provide supervisory and leadership skill training for field supervisors (and future field supervisors) of public power systems. These positions, which are typically known as line superintendents, truck foremen, general foremen, lead linemen or crew leaders, are responsible for the day to day management of field operations for public power utilities. All participants will gain a clear understanding of the challenges inherent in crew leadership positions and the expertise and commitment necessary to meet these challenges.

Who Should Attend?


The course is designed for crew leaders, supervisors, superintendents, lead linemen, foremen and operations managers who have not had formal training in supervisory or leadership skills, or who wish to improve their understanding of effective leadership skills.


Personnel who have the potential to become crew leaders, or have been selected for future leadership positions will also benefit from this program.

Steve Socoby, Director of Training & Education

Steve has 36 years of hands on experience in all facets of operations, of public power utilities including: Line Superintendent; supervision of crews, maintenance, new construction, reliability and associated plant & sub-station responsibilities. He is a recognized expert in safety and OSHA compliance.


In his role of Director of Training, he is responsible for development and quality of safety & technical programs. He also oversees the line-workers’ school and teaches utility management and supervision, electronic controls and power-line operation programs.


Recognized as an industry leader and expert Steve has received the Distinguished Service Award from the Northeast Public Power Association and been recognized by the Maine State Legislature for his previous 30 Years of Distinguished Service. Steve attended the University of Maine at Orono.



Rockie Blunt, Blunt Consulting Group

 Rockie Blunt

Rockie Blunt provides training and consulting in customer service, leadership, supervisory skills, coaching, strategic planning and organizational communication to municipalities and state agencies, healthcare organizations, manufacturers, nonprofit agencies, financial institutions and educational groups throughout New England. He has conducted training sessions for NEPPA since 2008.

An adjunct instructor in continuing education at Assumption College and a past president of the Society of Professional Communicators, Rockie holds a bachelor’s degree from Yale University, a Master’s from Clark University and a doctorate in Human Resource Education from Boston University.
